After the rainy season tears apart a series of islands known for their fine crafts, someone has to restore the villages there to their former glory. The king chooses that person to be you, partly based on the criteria that you do not wear a fluffy wig (rich coming from a guy who seems pretty fond of silky slippers...). Thus off you go in Royal Envoy, with the king's adviser in tow, to engage in town planning of such high speed it makes pitching a tent look like a multi-year project.
Royal Envoy is an incredibly addictive mix of strategy, city building and wack-a-mole. Hopping across a series of islands, you have to visit the respective villages on each and repair them. In reality, though, you are playing little logic puzzles. Each village has a set of goals — build certain buildings, meet upgrade requirements, attain a specific level of civic happiness or make a set sum of money. In your way is the clock, obtuse pirates and the odd piece of undergrowth. In your arsenal: workers, tax collectors and a growing catalog of buildings at your disposal.
Workers build and upgrade stuff, tax collectors keep your fiscal future intact. Houses — which start with cabins and go all the way to mansions — generate revenue through rent, while sawmills and workshops bring in the wood, and markets and banks let you grow or manipulate money. Finally, there are upgrades that you can use to create more happiness, if the need calls for appeasing the mobs.
So far this must sound like a typical strategy game where you plan a city. It certainly wears that jacket. But Royal Envoy is about finding the most efficient and fastest way to the goals at hand. Let's say a level wants you to build three chalets, each upgraded to three stars. Upgrades and buildings require wood, so you need a sawmill. But two building spots are being blocked by a pirate seeking a bribe, so you'll not only need cash, but you'll need to generate a lot fast. Thus, apart from buildings to provide rent, a bank will be a smart idea. Or you can build a market, where you can exchange a little wood for a lot of cash. Whichever route you choose, now you have to carefully balance the action: sending collectors for tax; workmen to do upgrades or cut wood; when to use cash and wood for what task, etc.
Sounds complicated? It isn't. And once you get started, it's hard to stop...
Analysis: Royal Envoy manages to create a creative range of challenges throughout your island adventures. When a level starts, you have time to take in the goals and think of the strategy ahead. This isn't always necessary, because with the exception of a few levels you can beat any challenge at the first attempt. The question of beating the clock — and thus collecting a golden star — is a different one. And it might sound silly, but you'll want those stars. Initially the game holds your hand, giving basic challenges or guiding you through new buildings that have been unlocked. But later on you are often given a devastated village, a set of goals and a 'good luck' slap on the back. Alternatively a level could have a very specific layout and beating it depends on figuring out what to build when, what to demolish and so on.
At its heart it is a lateral puzzler with a huge emphasis on speed and thinking on your feet. The most frustrating parts come when you have to wait for something to happen, like a load of wood to be finished. In fact, when such pauses seem too long you start to become suspicious that you are going about the challenge all wrong - and chances are you're right. It is all too easy to get engrossed with every growing challenge, so fortunately there are tons of levels to complete and Royal Envoy will keep you busy for a while. But it is equally easy to pick up and put down as you need it. And the controls are a simple matter of clicking: this game could translate very easily to a device like the iPad.
Visually it looks very good, though the attempts at appealing to as broad an audience as possible does leave the vapid story and characters feeling very juvenile. The plot is clearly meant for kids, but the puzzles themselves are perfect for all ages. Less able players will work more at finishing levels while more experienced ones will have the goal of beating the clock in mind.
In the end my greatest regret was that I have had to power through the game quickly for this review. I would have loved to move through it at a leisurely pace, taking in a few levels every day. Then again, a lot of those pesky gold stars still allude me, so I will be going back.

Build a sawmill.
Produce 100 logs twice.
Build 3 cabins.

Start trading at the market.
Build 3 cottages on the available lots and upgrade them to three stars immediately - you don't want to let the workers head back the castle.
Pay the ransom as soon as you have 9,000 gold.
Sent a worker to dig up the treasure on the left.
Build three cabins.
Improve all six houses with a garden.
Level 15
Goals: 2 cottages with 3 stars, 80 happiness
Produce materials, withdraw the gold from the bank and build two cottages on the lots above the castle.
Upgrade the cottages to 3 stars and keep withdrawing the gold from the bank and producing wood.
As soon as the cottages are ready, start building cabins on the remaining lots.
Add gardens to all houses and build a lantern between the two cottages.
Build another lantern between two cabins.
Level 16
Goals: 120 happiness
Build two banks and a sawmill.
Produce 100 units in case your houses need to be repaired.
Do not upgrade the houses, do not add gardens!
First pay the ransom to the pirate at the top left.

There is no need to pay the ransom, hire workers or tax collectors!
Build a market on the single lot, bottom of the building side.
Trade wood for gold.
Build cabins on all other lots and install siding right away.
Add gardens to all houses and build four flowerbeds on the smilie-lots.
To pay for the balloon you will need to put 3x 100 gold, 2x 500 gold and 2 times 2,000 gold into the scale.
If you place too much gold into the scale you will need to reduce it again by using the minus button.
Island 5: Island of the Forest Spirits
Level 19
Goals: 5 cottages with 3 stars, 2 chalets, 30 happiness
Install siding on the 3 cottages.
Upgrade all to 3 stars.
Pay the pirate at the bottom of the screen his 5,000 gold ransom.
Install siding on the cottage.
Sent the workers to dig up the treasures.
Improve the cottage to three stars.
When you have 1,000 gold pay the ransom to the pirate in the middle of the scene.
Install the siding and upgrade the cottage.
Pay the last ransom and build chalets on the empty lots.
Add gardens to all cottages and build a flower bed on the smilie-lot

Make sure to clean off first the lower right area so that you can dig up the treasures.
Clear off the obstacles left of the castle.
The remaining clearing can be done later.
Build a sawmill on the left next to the castle.
Produce wood with all the available gold.
Build a workshop at the lower left of the castle and keep it going.
Demolish the sawmill.
Build on all free lots cabins with siding and gardens.

Clear off first the obstacles to access the lower mansion.

Add siding.
You should now only produce 1,600 units of wood.
Repair the right bridge leading to the villas.
Add siding.
Repair the bridge leading to the bank.
Hire 3 tax collectors and 1 worker.
Upgrade bothmansions to 3 stars.
Upgrade both villas to 3 stars.
Repair the last two bridges and erect a statue.

Collect the rent and pay off the pirate blocking the workshop.

Withdraw the gold from the bank.
Build 2 mansions with siding.
Pay the ransom to the pirates blocking the second bank and the sawmill.
Produce wood at the sawmill.

When the workshop is built, demolish the flowers between the banks.

Demolish the banks one by one replacing each one with a villa with siding, improve to one star.
Demolish the villas at the bottom and replace them one by one with a bank.
Save up to 2,700 units wood and erect fountains on the smilie-lots.

Clear off the obstacles and dig up the treasures.

Keep the two workshops nearest to the castle running.

Keep trading in the market.

Keep all workshops running.
Hire 4 workers.
Repair the 3 bridges and dig up the treasure.
Pay off the pirates and build 1 cabin, 1 cottage and 1 chalet.
Add siding and gardens.
Erect statues on the smilie-lots.
Demolish 3 workshops and replace them with markets.
Keep trading in the market until you reach your 500,000 gold goal.

Goals: 7 mansions with gardens, 5 lanterns
Remove the obstacles from the lots next to the castle.
Hire 2 workers.
Build a sawmill to the left of the castle and produce wood using all the available gold.
Use this time to clear off the remaining obstacles.
Build a workshop to the right next to the castle and keep it running.
Demolish the statues as soon as the workshop is ready.
Build four mansions with siding at the top.
Don't forget to withdraw the gold from the bank.
Build 3 mansions with siding on the lower lots.
Add gardens to all mansions and erect 5 lanterns on the smilie-lots.

Build 3 villas with siding and upgrade immediately to 2 stars.
Withdraw the gold from the bank.
Repair the bridge to the pirate and pay his ransom as soon as you have 30,000 gold.
Remove the obstacles blocking the sawmill.
Dig up the treasures.
Hire 6 workers.
Produce wood at the sawmill.
Build a workshop right next to the castle.

Pay all three ransoms and clean off the lots.

Upgrade them immediately to 3 stars and add siding.
Do not trade in the market anymore!
Add gardens to all homes.
